10.07.08 Temple of Preah Vihear inscribed by the World Heritage Committee on the World Heritage List
Bangkok 8 July 2008--A tentative interpretation, below, of the World Heritage Committee’s discussion on Preah Vihear has been received by the UNESCO office in Bangkok. It must be noted that the official wording of the endorsement by the World Heritage Committee will be released at the conclusion of its meeting later this week.
The Temple of Preah Vihear was inscribed to the World Heritage List on 7th July. The World Heritage Committee made its decision after due consideration of the merits of the proposal at its 32nd session in Québec, Canada. The Committee is a 21 member intergovernmental and independent body with the exclusive right to accept or reject nominations to the World Heritage List.
The inscription was followed by two statements by the Vice Prime Minister of Cambodia and by the Foreign Affairs Minister of Thailand. The latter said that Thailand would have preferred a postponement of the inscription.
It is important to note that the inscription was based on a new plan which differs from that attached to the Joint Communique' of 18 June.
In its decision, the World Heritage Committee acknowledges that the Joint Communique' of 18 June is no longer valid and should be disregarded. It makes reference to a new graphic plan submitted by Cambodia which differs from the map attached to the Joint Communique', identifying a reduced perimeter proposed for inscription. It also acknowledges that in the future, new archaeological findings might enable consideration of a transboundary nomination. The World Heritage Committee recognises that under Article 11.3 of the Convention, inscription of the Temple of Preah Vihear has no implications for any ongoing negotiations concerning the boundary between the two countries and does not prejudice the rights of both governments to reach an amicable settlement of the disputed boundary.
The World Heritage Committee’s decision encourages Cambodia and Thailand to collaborate for the safeguarding of the property. It requests Cambodia to convene an international coordinating committee for the safeguarding of the property inviting Thailand and other "appropriate partners" as members.
It also requests Cambodia to further define the perimeter of the buffer zone and complete the management plan for the property and its buffer zone. ref:
